When I was growing up in the year seventies there was no sanitation problem in Ghana because the local authorities were very effective that nobody mess about, it’s either they will arrest you or gives you a fine if you leave or throw rubbish around. They provide every community a place to drop their garbage every morning and they will dispose it. In some communities they burn the garbage every day nice and clean environment. Then PNDC/ NDC came inn and all these things vanish because they couldn’t continue it and also with urban migration and increasing population becomes a big problem for them with no solutions as usual just come and make money and go. That’s what has brought Ghana to its knees without any meaningful solutions to the problems we face today.

Our problem is always looking for the weak to use as an escape goat and then case die. Sanitation is not about two days awareness creation. It’s about leadership coming together to think and brainstorm on long term policy direction which deals with the people’s behavior about the creation of waste, collection points, transportation of the waste from the point of creation to a dumping site, and even the management of the waste so collected for use. That’s the job of the local Sanitation Officers who are supposed to have in-depth knowledge on waste management. In the USA utility which includes water, sewerage,trash,public drains are not privatized. They controlled and managed by the counties as a local councils or assembly. It’s a big issue. Though in Ghana land ownership is reserved with traditional authorities, the local administration representing the Republic with its enlightened employees are supposed to come out with a drawing board for the communities so that the traditional authorities seeking to sell their follow. The whole problem falls with visionless leadership parading around as leaders. No vision from leadership for the vision to go into the deliberations in parliament before laws are made. Thy are now going to arrest people for poor sanitation practices without providing Dust bins at designated areas. All this is deliberate policy initiative which throws light to the people or the ordinary citizens about how we want our environment to be cleaned. The tough job is the thinking that goes into getting this vision becoming a public policy and laws made out of it. This part is what those vote for and those employed to do are not doing but still expecting the citizens to be disciplined. The two days national cleaning campaign is nothing until it becomes a deliberate national policy that directs people’s behavior.

Chaos and arbitrary and inhuman treatment of innocent civilians. Yes, women were even stripped naked and whipped in public. Civilians had their hair shaved with broken bottles and glasses. Yes. Those were the horrible and disgusting and dangerous days of the useless AFRC. Maintenance of cleanliness SHOULD NEVER be the duty of the Military. The Police are trained for that.
