One of the reasons violent crimes seem to be increasing is the fact that when criminals are caught, they are set free and allowed to go unpunished. Victims of crime pay bribes before police action and politicians and government officials who have committed crimes are see boasting and showing off their ill gotten wealth without any fear, supported and defended by their political parties. Crime prevention must be part of a development programme. You cannot allow criminals to put fear in people.
