Superintendent Victor Agbelengor, the man at the centre of the alleged plot to frame up some NPP ministers through the coaching of convicted serial killer, Charles Ebo Quansah, has admitted arranging meetings between the condemned prisoner and the convicted former Ministers.
The “Statesman” investigations have revealed that Supt Agbelengor who is facing disciplinary action for flouting the Prison Service rules at Nsawam Medium Security Prison told a six-man police investigation team led by CID boss, Daniel Asante-Apeatu that he hosted unauthorized meetings between the convicted NDC Ministers and Charles Quansah.
The investigation team was set up by the Interior Minister following allegations that Quansah who is on a death row for killing eight women was being coached to implicate some Cabinet ministers for masterminding the killing of 34 women in Accra.
In one of such meetings organized at Agbelengor’s office, the senior warden and his office boy, Lawrence Afetorgbor, an inmate, both admit that Victor Selormey and Dr Sipa-Yankey met the serial murderer. Also in attendance was Benjilo, a convicted cocaine smuggler.
Agbelengor has, however, told investigators, Chief Superintendent K. K. Amoah and P. E. Timbillah that the meetings with Quansah were in good faith and were not conducted to coach him to implicate any Cabinet Minister in the killing of 34 women, some of whom Quansah is facing death penalty for.
Instead, he said, they were arranged to assist the condemned killer to seek redress. Officer Agbelengor, who admits meeting Quansah on four occasions said the first meeting took place on June 5, 2003, a day after Quansah heard former President Rawlings allege that Quansah was a mere scapegoat for the murders and that 15 Cabinet Ministers in the Kufuor administration were behind the deaths.
Both Quansah and the Block Master in charge of the Special Condemned Cells, Senior Chief Officer Ken Asamoah confirm that Quansah met Agbelengor near the main block and hinted him of his desire to use Rawlings’ claim to his neck from the pending execution.
While, Agbelengor says he at the time dismissed the former President’s allegation as mere “political talk”, a few days later he sent his office boy to fetch Quansah.
Quansah says at Agbelengor’s office, he saw all three former NDC government officials convicted in the Quality Grain case – Ibrahim Adams, George Yankey and Kwame Peprah.
Quansah admits to meeting the convicted former Ministers on both occasions he was called to Officer Agbelengor’s office but denies engaging in discussions with them.
