    SOLUTIONS
    1. REDUCE the size of GOVERNMENT
    2. REDUCE the budget and expenditure of OFFICE OF GOVERNMENT MACHINERY etc
    3. REINTRODUCE ROAD TOLLS.

    From what I derived from the governments statement, it means they are looking for more avenues to create taxes and syphon money from the ordinary Ghanaian to pay for their loans. And one of such is the vehicle pollution tax.
