  Useless and worthless award, lobbied for by persons seeking attention. Biden very likely doesn't know the man or what he has done. These awards are usually lobbied for by persons wanting to display a useless award on their wall. Just have some well-connected quack pastor in the USA make a call to the White House, and you suddenly have an official presenting you with an award that Biden doesn't even know about.
