For your information, POLICY is a noun that means 'a course or principle of action adopted or proposed by an organization or individual'.

In view of this, and since it seems you don't know, 'running a 24-hour economy', for example, is a policy proposal.

NDC doesn't want too many Ghanaians to be highly educated. If Ghana's population is made up of majority highly educated people, who can think critically, be descerning, etc. NDC cannot fool them with their hollow manifestos and mediocre performance.
