Why would any one even describe a simple slogan trying hard to make sense as a "policy"? A simple Google search would enlighten the literate reader that no "economy" or country in the world is described as a 24-hr economy. It does not exists. The term refers to a few cities that are so cosmopolitan that the night economy is very active, mainly with entertainment, theatre and the arts. New York, Sydney etc. So when someone tells you he will create such a so called policy to transform the entire economy from Adenta. Bole, Kasoa, Elmina, Daboya and Zabzugu Tatale, into clock-wise economy that does not go to sleep you have to atleast suspect been scammed with English language. Vormawor puts it better.

Fact is you can't force any business from doing 24 hours if there is no demand. The promise to reduce electricity or give financial support to businesses who are willing to run 24-hours will end up crippling our economy because they are going to take the money anyway but they will end up in losses for using excess labor to produce excess goods with low demand. They also promised to recruit more security forces to create secure environment but where will government get money to do it when over 70% of our revenue is already used to pay public sector workers? John Dramani will crash our economy with this policy because so far their explanation has been scanty and dangerous. The economists should have a deep thought about it before supporting it. It sounds good but it's bound to fail. We need wisdom here to decipher the danger of the 24-hour economy not knowledge!

Fine. If the demand is not there to justify night operations, the businesses will surely scheme the system just to take advantage of the incentives, be it cheap electricity or lower tax at night.

What Ghana needs to alleviate the suffering is to produce more and export more and import less. By so doing Ghana will close its doors to IMF. If Ghana cannot feed itself and stop importing basic foodstuffs, then what's 24-hour economy will do to get us much needed foreign currency ? Over 60 years of independence we are still using the same farm implement such as cutlass, hoes, axes etc which had been used during pre-independence days and our leaders don't see anything wrong with it and 24-hour economy is being hailed as a game changer ? We need the private sector to involve in manufacturing and encourage people to buy and use made in Ghana products.

In such a situation, double or triple shifts may be introduced. In essence, that becomes a 24 hour operation to increase productivity to meet demand. No country in the world will deliberately legislate a policy called 24 hour economy.

Basically, a 24-hour economy is an economic system where businesses and some essential services operate continuously throughout the day.

Governments may implement measures to encourage specific sectors, such as government agencies, private industries, passport offices, DVLA, Tema Port, hospital laboratories, and so on, to adopt 24/7 operations.

While not every sector would function around the clock, extending operational hours beyond the traditional 8-hour workday aims to potentially boost productivity, job creation, and economic growth.

Example: The current judicial system doesn't operate universally around the clock. Efforts might be directed towards facilitating extended hours or shift work for judges and core judicial workers maybe 16 hours, but not necessarily a complete 24/7 operation.

Law enforcement and detention operate continuously due to public safety needs, the same rationale might apply to all aspects of the legal system. Expecting core legal proceedings like hearings and filings to function entirely 24/7 in ensuring fairness, and justice.

Note: this is not all we need as a country to change the bad situation as a country but this is one of the many policies we need as a country.

A new policy should be looking at market opportunities, increased security arrangements to guarantee safety for the night shift operators etc.

It is definitely not a new policy, but requires improvements to increase it’s contribution to the economy.
