Actually ecg pays for the electricity they use. It's part of their expenses. Dvla has cars. They register them. Then pay to itself the cost of registration.

ECG should do more of that to the state institutions. They present budgets which include electricity bills, yet they are willing to pay themselves frivolous and fat allowances, and ignore their utility bills.
