Since nobody can actually ban that Okada system in POOR COUNTRIES world wide, the only sensible thing to do is REGISTER all of them, like India has done: the drivers and their bikes.

With the registration, the state can effectively TAX the Okada operators, passengers will be safe and incase of fatal accidents, it will be easier for the plocie to identify and inform family members, etc.
