Arresting the wrong doers is a step in the right direction, but the a policy change establishing open access to the Scholarship Secretariat's award records will go a long way into reducing the amount of abuse taking place there. All scholarship recipients' names, the course being pursued, the amount and duration of the scholarship must always be made public. Lack of openness in any government agency always results in corrupt activities.

Whether rich or poor, every Ghanaian taxpayer shd be entitled to the largess of the state. There is no establishment act that says scholarships are meant for needy students. It just says deserving students.

Until the 1992 Constitution is amended to ensure selection of managers of key state organisations are on merit, but not because of Political patronage, this sharing of state spoils by politicians will continue. Because it has always been the case. This is my story on scholarships in Ghana .

Usurpation of meritorious scholarship has been in existence for as long as i can remember. In 1989/90, i and few guys undertaking National Service in Northern Ghana, applied for Eastern European Scholarship. We applied in accordance with publications in newspapers, which require us to apply through the Region we reside in then.

Upon undertaking exams and interviews. We passed and were selected , given passports ready to leave the country to study abroad. I waited for that opportunity to date. I later learnt the then minister of education , substituted 4 out of 5 who qualified , with a list of his choice. This was the so called Rawlings PNDC era.

These same politicians ensured, they wont loose such unmeritous system of managing assets of the state in the 1992 Constitution. Until we review Constitution to absolve the Presidency from selecting Politically exposed persons to manage state institutions, forget it.

We are jokers in this country just bandying about allegations for the sake of it. Whoever thinks that scholarships should be meant for only brilliant but needy students must be joking. Who determines who is poor? In the advanced world scholarships are meant for any brilliant student because despite the comparative higher income levels the average family can't afford fees for university education. That's why SAT and other scores for standard test attracts one some scholarships and others go for loans. We tend to presume that all those who obtained the scholarships are rich people and therefore don't qualify. These people may not be that endowed to afford the fees. We should just draw a criteria such as a scholarship test exams to determine who should obtain them in so doing we give to only brilliant students whether rich or poor because university education fees in the advanced world cannot be affordable to 90% of Ghanaians
