In addition when any community fails to manage its chieftaincy and endangers the lives of citizens, chieftaincy should be banned for 10 years. We should try mayors in some areas; nothing says that all communities should have chiefs.

  Ban life bullets on all those occasions. Even security services don't use life bullets or cannons on such occasions.
