Useless institution. Instead of setting up this crap to antagonise landlords and make rental difficult for citizens, why not use that money to build some flats to ease the accommodation problems in the country.

With no disrespect to servicemen, just building barracks style accommodation for recruits will go a very long way to help solve some if the housing deficit in the country.
