Either way, he absolutely has no business in the police service. Whether he is mentally ill or not, what he committed was a felony crime. There may even have been weapons in that armoured vehicle. We don't know his motive for stealing it. If anyone thinks he should be made a policeman, you think like a little child.

I remember a similar thing that happened some years back in Toronto. A transit bus driver had parked his bus to pick coffee ☕️. Two boys passing by the parked bus realized it was running. They started arguing and challenging each other that they could drive the bus. In the midst of the arguments, they entered the bus. One of them sat in the driver's seat and disengaged the brakes. He started accelerating, the bus on the road already with the bus driver running after them.
They were charged and brought before the law court. Their defense was that, (blaming each other) they were challenging each other about who could drive the transit bus, and that they did nothing wrong. They were reprimanded and with some other disciplinary actions.
The kids are crazy sometimes and not actually criminal minded. They tend to do some stupid things you can't even understand. However, when such things happen in a crime rated environment like the Ashanti region, you can't compare a mere youthful exuberance to a real criminal minded person.

The Police driver who left the Armoured Vehicle has commited a driving offnce, which he needs to be prosecuted.
a. By leaving on the engine of a moving Vehicle
b.Nedligent of duty, what ever his situation may be he could locked the Armoured Vehicle, and stop the engine running.
c. Or is it a planned between the policedriver and the boys? And for what purpose? Many questions needs answers.
