  Ignorant and useless government officials. Your government has no good plan to fight a galamsey menace that's taking place in plain view, and all you can do is ask traditional leaders to invoke spiritual sanctions against galamseyers. That goes to show how incompetent and clueless you these government officials are. You can't fight galamsey without a concrete plan, nor can you fight galamsey without having the will to do so.
