I'm not surprised. This is quite shameful and waste of everybody's time and state resources. Charles should sure the OSP for damages. And the OSP must be forced to pay from his personal resources.
Character assasination is not good
Think this is a fine opportunity for Charles to cash out by suing the OSP for defamation of character when he subjected him to public ridicule ànd approbrium.
