Former Secretary to the Inter-Ministerial Committee on Illegal Mining, Charles Bissue, has rejected any move by the Office of the Special Prosecutor (OSP) to discontinue his case through nolle prosequi.

In an open letter to Special Prosecutor, Kissi Agyebeng, on June 22, 2026, Bissue said the OSP must prove its case in court if it has evidence against him, insisting that the matter should proceed to full trial in court.

He maintained that the proper place to determine guilt or innocence is the courtroom, not public opinion, clearly stating he does not support any attempt to discontinue the proceedings.

“When the High Court struck out 24 paragraphs of your witness statement, the Office of the Special Prosecutor sought to suspend the trial. The High Court rejected that application. I AM READY FOR TRIAL.

“The courtroom, not the court of public opinion, is where evidence must be tested… I do not want this matter to end through a nolle prosequi or any other process that denies the Court the opportunity to determine the truth. I DO NOT SUPPORT A NOLLE PROSEQUI. I WANT THE TRIAL TO CONTINUE,” he stated.

Bissue added that the prosecution should be allowed to present its evidence while the defence also challenges it in court.

“If the prosecution has evidence, let it present it. If the defence has evidence, let it challenge the prosecution’s case,” he stated.

He further stressed that only the court should determine the outcome of the case based on evidence tested at trial.

OSP files 15 corruption-related charges against Charles Bissue

“If I unlawfully accepted even one cedi, let the Court convict me. If I did not, let the Court acquit me… LET THE COURT HEAR THE EVIDENCE. LET THE COURT DETERMINE THE TRUTH. LET THE TRIAL CONTINUE,” he wrote.

About the trial:

Bissue and two others, Raphael Mensah, former Systems Manager of the GalamStop software and Dr Naa Dedei Tagoe, former Project Coordinator of the IMCIM, are facing charges relating to corruption and corruption-related offences, contrary to the provisions of the Office of the Special Prosecutor Act, 2017 (Act 959) and the Criminal Offences Act, 1960 (Act 29), as amended.

Bissue faces six counts of corruption and abuse of public office, in breach of the Criminal Offences Act, 1960 (Act 29), as amended by Act 1034.

He has also been charged with three counts of corruption by a public officer under section 239(1) and (3) of Act 29, as amended, for allegedly agreeing, directly or indirectly, to allow his conduct in public office to be influenced, contrary to the ethical standards and obligations of his position.
