GH¢8.6 million is roughly a serious working-capital/tax-compliance issue, not necessarily insolvency by itself. The bigger concern is reputational: if GRA seals an administrative block, banks, suppliers, government stakeholders, and investors will immediately question compliance discipline.
Operational impact depends on what was sealed.
If only the administrative block is sealed, production may continue. But payroll, finance, procurement, regulatory documentation, executive approvals, and customer/vendor administration could be disrupted if records or staff access are restricted.
Macho tactics compliance style can and should be avoided.

GRA has no option than to tow this hard line.By the way do you know that the IRS in the US will not countenance this, the accounts will be seized and assets of the company auctioned.
