Ghana to import cotton from Benin to revive Volta Star Textile Limited

President John Dramani Mahama has revealed that Ghana is looking beyond its borders to revive the long-dormant Volta Star Textile Limited, with plans underway to import cotton from neighbouring Benin to restart production at the Juapong-based factory.

The move forms part of the government’s broader efforts to revitalise the once-thriving textile company, which has remained inactive for several years.

Speaking at the sod-cutting ceremony for the Juapong Model Market in the Volta Region on July 16, 2026, President Mahama said discussions were at an advanced stage for Ghana and Benin to sign an agreement that would guarantee a steady supply of cotton to feed the factory.

“Arrangements are being made to sign a memorandum of understanding with the government of Benin to supply us with cotton from Benin to feed the factory in Ghana,” he said.

The President also disclosed that the government had made significant progress in its search for a strategic investor to rehabilitate and modernise Volta Star Textile Limited.

He said bids from interested investors had already been evaluated, with the government preparing to select a preferred partner to lead the factory’s revival.

According to President Mahama, restoring Volta Star Textile Limited is a key part of his administration’s industrialisation agenda and the proposed Volta Economic Corridor, which aims to integrate agriculture, manufacturing, logistics and export-oriented production.

He expressed optimism that reviving the factory would create jobs, boost economic activity in Juapong and contribute to the growth of Ghana’s textile manufacturing industry.
