The government has moved to revive the stalled Saglemi Housing project, selecting LMI Holdings, a Ghanaian business group, as the preferred developer to complete the development.
A report by graphic.com.gh, on October 18, 2024, stated that the selection followed the conclusion of negotiations and the submission of a report by a government team tasked with evaluating prospective developers.
The team comprised representatives from the Ministry of Works and Housing, the Office of the Attorney General and Ministry of Justice, the Ministry of Finance and Deloitte, with technical evaluation support from the Ghana Institution of Surveyors.
A statement issued by the Ministry of Works and Housing on October 18, 2024, said bids from the Quarm-LMI Consortium and Broll Ghana Limited had been shortlisted from an initial five bidders for negotiations.
Broll Ghana Limited is a joint venture involving the Social Security and National Insurance Trust (SSNIT), SIC Insurance PLC and Broll Property Group (BPG), a South African property services company.
The Quarm-LMI Consortium, meanwhile, comprises LMI Holdings, which has interests in industrial park development and real estate, and Quarm, which has expertise in logistics, utilities and finance.
The selected developer is expected to be formally procured to complete the 1,506 housing units at Saglemi.
The completed units are expected to be sold to the public, with salaried workers and workers' unions identified as a key target market.
In an update on the development shared on the Jubilee House Facebook page on August 20, 2026, the government disclosed that LMI has committed to completing the project.
“Developer LMI Holdings has committed to completing the first 700 housing units under the revived Saglemi Housing Project by March 2027, with the first phase of 1,500 units expected to be completed by December 2027.
“The commitment was highlighted during President John Dramani Mahama's inspection of the Saglemi project in the Greater Accra Region on Thursday, August 20, 2026,” part of the post read.

What to know about LMI Holdings
LMI Holdings is a diversified Ghanaian business group with interests spanning construction, industrial park development, real estate, warehousing and logistics, utilities and information and communications technology (ICT).
Established in 1991, the company has expanded over the years into a group of companies involved in several sectors of Ghana's economy.
LMI Holdings is led by Kojo Aduhene, who serves as Chairman and Chief Executive Officer.
Aduhene holds a Bachelor of Science degree in Civil Engineering from the University of Leeds and has extensive experience in the construction industry.
After completing his university education, he worked on several major projects in the United Kingdom, including the Channel Tunnel, which connects the UK with continental Europe, and the Docklands urban redevelopment project.
He returned to Ghana in 1991 and established John Murphy Construction, which later developed into LMI Holdings, a group with interests in civil engineering, property development and utilities.
LMI Holdings' expansion
Over the years, LMI Holdings has expanded its operations into several areas of infrastructure and industrial development.
The company has been involved in projects including the construction of fuel storage facilities, the development of the Aboadze Thermal Plant and the construction of the Asiama Substation.
It also acquired land within the Free Zones Enclave, which paved the way for partnerships connected to the Tema Free Zone Enclave and the establishment of the International Land Development Company (ILDC).
The company subsequently expanded its activities in transportation infrastructure by acquiring LIMEX and reconstructing the UST-Anloga Junction Road.
LMI Holdings also played a role in attracting international companies, including Barry Callebaut and Cargill, to the Free Zones Enclave.
Its infrastructure portfolio also includes establishing the Enclave Power Company and completing a $70 million project for the Ghana Cocoa Board (COCOBOD).
The group later expanded into ICT through Datacom and continued its diversification with investments including Atlantic Concrete in Takoradi and land acquisition in the Dawa Industrial Zone.
LMI Holdings has interests across several sectors, including construction, industrial and land development, utilities, logistics and technology.
Its selection as part of the consortium chosen to complete the Saglemi Housing project places the company at the centre of efforts to revive one of Ghana's long-stalled housing developments and bring the 1,506 completed units to the market.
