They are basically Prisons and the Inmates have been, and are referred to as Prisoners since the Colonial Days. Yes, a Prison where corrections can be made. They are places for punishment and not just for corrections.

Please Prof., honestly you and I know vehemently well that names and words don't mean much in human growth and development. Action and deeds do. May I ask, Sir, will the name change also change the conditions and services rendered presently at the incarcerated facilities? Will changing the name to Correctional Services positively and meaningfully endorse the philosophy of "Correctional Services" which is enacted to help change the negative behaviors of prison culprits to, some degree, a positivity. I think big intellects, such as your office, should seriously advocate that prisoners are accorded the tools and services to help behavioral changes and not CHANGE OF NAMES.
I believe the concept of CORRECTIONAL SERVICES idea was coined from somewhere. What are the real practices in those places? How does the name reflect their practices?
