So you should be allowed to make money while the people drown in floods? The party that encouraged you to disobey the laws is still there and you can vote for them in the next election.
After the exercise a defense wall should be constructed and for it to as well served as a demarcation line. Beyond the walls the city can erect rented stores to traders.
