Adutwum diverted money to build STEM school in his hometown and that of his boss. The money spent on those STEM schools could have lifted dozens of schools by equpipping them better. Adutwum should not display/revive his shallowness, shallowness that we had forgotten about.

The problem of non payment is about few thousands of teachers out of over 100 thousand of teachers but they all went on strike taking their salaries n benefits.

Just next door in Burkina Faso, Ibrahim Traore is constructing an 8 LANE, 332 KILOMETER EXPRESS WAY FROM OUAGADOUGOU TO BOBO DIOULASSO at a TOTAL COST OF $357 MILLION USD.

Why are we here not even questioning the gargantuan TWO BILLION DOLLAR COST OF OUR 4 LANE 199 KILOMETER ROAD FROM ACCRA TO KUMASI? Instead, we use our time and energy insulting each other while the politicians do as they please to enrich themselves. We shouldn't care whether it's NPP or NDC. We shouldn't care which tribe any of them belongs to.

All what the former minister is saying is that, the government can use the 2bn to settle teachers, doctors, nurses and fix our inner roads. Private investors can come in to finance the Accra-Kumasi express way, manage & maintained it for a number of years, then it can be transferred to the government. It means the government is not spending any money for the construction of the express way. Remember maintenance is our problem so if the private investor is maintaining the road, he will also be responsible for paying the workers & keeping it safe for a number of years. This is exactly what was done at the Tema Port where 4 companies came in to build the terminals outside the port and are operating it for a number of years and hand it over to the government. It is called BUILD, OPERATE & TRANSFER( B.O.T). It is a very good way of chanelling the $2bn to other areas of the economy like paying & hiring more teachers, nurses & Doctors.Pls, think about it.

We all know if it is soley government funded, the cost will be astronomical same as all government projects are always ten times more expensive than if a private company delivered that same project. It makes 100% sense to engage a private company to partner the government to deliver this project. But I guess that will reduce the kickbacks government appointees can siphon from contractors, and footsoilders are here insulting without thinking.

The suggesting is to invite private investors to come in and finance the express way, manage and maintain it for a number of years and transfer it to the government. Government won't spend a dime on paying the workers who manage the road or maintenance of the road for a number of years. After the investors had recouped their investment, the road is then handed over to the government. The $2bn been used to construct the road can be used to improve the lives of the citizens by paying & hiring more teachers, Nurses and Doctors. More affordable houses for rent can also be constructed. It is called BUILD, OPERATE & TRANSFER.( B.O.T).. The government is reaping thr rewards at Tema port when 4 companies came in to build the terminals outside. After a number of years, the terminal will be handed over to the government. At moment, all what the government is reaping is taxes from the 4 companies which makes a lot of sense but people a quick to insult when the don't agree with the other person on issues. Why insult even if you don't agree?

The most important now to boost the economy in jobs creation would definitely be railways which the $2b could construct a line to Kumasi from Accra to leave a legacy and fame behind.
Now left with 27 months for the current administration to expire for the expressway to be recognised among the uncomplicated project. The railways the needs would force the next administration to continue.

After managing it for a number of years and had paid itself, the investors then hand over the road to the government. It means the $2bn could be used to construct thousands of affordable housing to help workers who are struggling to pay rent and are living in slums. The money can also be used to pay teaches, Doctors and nurses who had not been paid for 2-3 yrs. Think deep about it and put politics aside.

It means the $2bn can be used to pay teachers, Doctors and nurses who had not been paid for years and also it can be used to build thousands of affordable houses for struggling workers to rent. That's what governments do, but mostly with borrowed money. This government has decided they will execute it without borrowing and NPP cohorts act like the world will come to an end.
With or without this road, the government will owe teachers, doctors and so on and so forth. Even the mighty USA is always at loggerheads with teacher associations. So this will not end today. Allow the visionary Mahama to execute his mandate. When he is done and maybe 20 years down the line when NPP comes to power, they can use the private sector to build the Kumasi to Tamale expressway. Until then, they need to go find some hole and hide and watch how it's done. No looting brigade here

The Dr Adutwum who gave this advice should have first found out why the teachers' arrears have still not been paid. Were he to have done this, he would find out that, the nonpayment is not because of lack of funds but rather due to delays in completing all the necessary bureaucratic processes including validation. In other words, there's enough funds to pay these arrears. Dr Adutwum has more than enough capacity to check this fact but he appeared to have been misled by his hatred for the government's expressway so that is the only project he saw fit to be stopped for the arrears to be paid. Interestingly, whether Dr Adutwum likes it or not, the teachers' arrears will be paid and the expressway will also be constructed.
