AUTHOR: EBO QUANSAH---------------Dear reader, forgive me for diverting from the topic I promised yesterday. I have been compelled by Jerry Rawlings’ outburst in Nigeria about corruption, as if he himself is a saint. I am compelled to do this expose on the former junta head for those who do not know his role in promoting corruption as a national concept. Read on!
In June 1979, eight top military officers, including three former heads of state, were lined up and executed at the Teshie Military Firing range in two batches. Gen. Ignatius Kutu Acheampong, Gen. Frederick William Kwasi Akuffo, Gen. Robert Kotei, Lt-Gen. Akwasi Amankwaa Afrifa, Rear Admiral Joy Amedume, Air Vice-Marshall George Yaw Boakye, Emmanuel K. Utuka and Colonel Roger Felli were accused of corrupting the body politic.
In an interview with New Nation, a monthly magazine circulating in Nigeria and now defunct, the Chairman of the Armed Forces Revolutionary Council, which supervised over the most famous case of extra-judicial killings in the history of the political evolution of Ghana, justified the action of his military junta as a necessary action to rid the body politic of corruption.
“They were jumbo-sized armed robbers whose killings left the world smelling nicer,” Flt-Lt. Rawlings was quoted by the magazine as saying in explanation.
Jerry Rawlings said the officers had to be killed, “because Ghana was faced with their type of thievery breed of criminals who were worse than Nigeria’s armed robbers” in the 1970s.
“Now, I’ll tell you what we have here. We have a breed that is, perhaps, worse than your armed robbers,” he told reporters of the New Nation in an exclusive interview. “They are the pen robbers. These species of vermin have for long perpetrated corruption with impunity.
“They have not only bled the nation white, but as a result of their thievery, Ghana has suffered hunger, loss of national spirit, loss of pride and respect in the military uniform. So, as you can see, while Nigerians have perceived their main social problems to be the proliferation of six Naira armed robbers, we, in Ghana, think that our problem is that of people who take widow’s mite from a bankrupt nation.”
In the words of the ex-junta head: “While you (Nigeria) content yourself at the Bar Beach by watching the executions of mal-adjusted labourers, mechanics or clerks, we in Ghana, have killed the jumbo armed robbers, call them generals or brigadiers – whose going to leave the world smelling sweeter.”
One interesting thing about this claim is that Jerry Rawlings and his righteous AFRC members could not account for monies lodged in AFRC Account 48, which was specially created to lodge huge monies paid by businessmen and other persons and institutions found guilty by a so-called people court to have corrupted the system. Monies from seized goods auctioned to the public at so-called control prices were also lodged in the account.
When President Hilla Limann took power after the AFRC had left the scene on September 24, 1979, the new Head of State complained that there was nothing in the coffers, insinuating that the famous Account 48 could not be traced.
When Flt-Lt. Rawlings, who had refused to accept the new government’s offer to go on course abroad, was questioned on the disappearance of the huge lodgings in the account, he replied that he was not an accountant. Incidentally, the fate of PNDC Account 48, established by the second junta led by the same person, has not been accounted for as you read this piece.
One of the most interesting developments in Ghana’s political evolution was the decision to abolish the General Certificate of Examinations -Ordinary and Advanced levels- by the Provisional National Defence Council. The main reason given was that the old educational system had favoured only the children of the elite class.
At a time ordinary folks of the land were enrolling their children in what became known as the Junior and Senior Secondary schools, whose certificates -BECE and SCCE- were not recognised beyond the four corners of the country, Jerry Rawlings enrolled his children at the expensive Ghana International School in Accra to read subjects that qualified them to sit for the GCE Ordinary and the Advanced levels his PNDC administration had prohibited the mass of Ghanaian children from.
I do not believe corruption is only putting state money in one’s pocket. Exploiting state resources for one’s advantage could even be a worse form of corruption. That is why I have an axe to grind with Jerry Rawlings for enrolling all his children abroad to study with the GCE Ordinary and Advanced levels, acquired outside the formal sector in the country.
What I call Jerry’s Stupid Schools has debased education up to the tertiary level, where lottery numbers, other than real academic work, determines qualification at the first degree level.
To add insult to injury, when asked to tell Ghanaians how he was funding the education of all the three children -Ezanator, YaaAsantewaa and Kimathi- in expensive universities in Britain and Ireland, Jerry Rawlings looked at Ghanaians in the face and answered that unknown benefactors were picking up the bills for their fees.
The Almighty is a kind Lord. It emerged that companies the state of Ghana was dealing with and which were milking Ghana dry, were picking up the bills of Jerry Rawlings’ children. And such a person has the audacity to complain about leaders being corrupt.
I dare state that corruption was elevated into an art under Jerry Rawlings. The circumstances under which he transformed himself from a military dictator into a civil constitutional President smells of corruption all the way to the Castle.
After eleven and a half years of the ‘Gospel According to Jerry Rawlings,’ a period he himself identified as the ‘culture of silence’, Jerry Rawlings and those who claim to believe in him used the resources of state to convert his military oligarchy and the entire governance system into a political party. With the Electoral Commission and the entire process under his thumb, Jerry Rawlings exchanged his military garb for a description as Constitutional President of the Republic of Ghana. God Almighty should remain where he is.
The eight year administration he led, as Constitutional President of this Republic, eulogised corruption as a state-sponsored event. State asserts were transferred to cronies under the guise of divestiture. As you read this piece, Nsawam Cannery, one of the flagship projects of the now defunct Ghana Industrial Holding Corporation, belongs to Caridem, a company floated by Mrs. Rawlings’ 31st December Women’s Movement, in a purchasing agreement that parceled the company to Caridem for a pittance.
Under the Government of the National Democratic Congress Mark One, corruption festered on a large scale. It would take volumes to chronicle corruption under the NDC. But four prominent issues stand out. Getting to the end of the first term of office, newspapers that had been freed from the bondage of the culture of silence began chronicling evidence of corrupt deals by leading members of the regime.
In 1996, the Commission for Human Rights and Administrative Justice investigated one matter and established massive corrupt deals against Ibrahim Adam, then Minister of Agriculture, Colonel E.M. Osei Owusu, a former Minister of the Interior, P.V. Obeng, a Presidential Staffer, and Dr. Adjei Marfo, a Chief Executive Officer of a state-run company.
Instead of prosecuting them, the Government of Saint Rawlings rather issued a While Paper exonerating the corrupt elements, and rather indicted the media for highlighting the issue.
In Britain, Mabey and Johnson was prosecuted not too long ago for corruptly influencing Ghanaian politicians between 1994 and 1999 to gain bridge contracts, The news in these contracts is that barely one year after completing two bridges in Ghana, including one over River Oti, the Ghana Government had to contract experts from Britain to repair them as they threatened to cave in.
In 2002, the former Managing Director of Ghana Rubber Estates Limited, Mr. Etienne Arthur Marie Popeler, told an Accra Fast Track High Court that he gave millions of dollars to Mr. Dan Abodakpi, then Deputy Minister of Trade and Industry, Ms. Shirley Ayittey, then Treasurer of the 31st December Women’s Movement, in bribes before his French company, SIPH, could secure GREL.
The case of Ms. Cotton, an unemployed American, secured $20 million of scarce state cash from compromised state officials, ostensibly to grow rice for Ghanaians at Aveyime in the Battor area of the Volta Region. Even when Ghana’s Ambassador to the United States had sent a warning letter about the background of Ms. Cotton, and intimating that she was incapable of undertaking the task, state officials paid the money. As it turned out, the main motivating factor was the cut they all stood to make.
If corruption is endemic in the body politic after the so-called June 4, uprising, the genesis could be traced to Jerry Rawlings who executed eight Ghanaians officials on unproven trivial charges, and out-doored full- blown corruption as a state policy.
In other exposé next week, I intend to draw the link between the free for all looting that assails the body politic in the Mills-Mahama regime, and the adventure of Jerry John Rawlings as Head of State of this Republic. I shall return!

The Member of Parliament for Breman Asikuma Odoben Brakwa, Hon. P.C. Appiah-Ofori says the government under the leadership of President John Agyekum Kufuor has not done much to fight the menace of bribery and corruption in his two terms of administration.

The NPP Member of Parliament, whose candid opinion on certain national issues often attracts a lot of condemnations from his colleague NPP MPs, believes that President Kufuor has not taken much proactive measures to curtail the menace of corruption which according to him has been the bane of our country's quest to achieve an economic freedom.

Appiah-Ofori observed that even though the President did quite well by putting in place structures like the Internal Audit Act 2004, the Public Procurement Act, the Finance and Account Regulation Act among others to check the hazards of bribery and corruption in the country, nothing had practically been done towards achieving the objective, adding "the fact that people continue to embezzle state funds without any recourse to the consequences as revealed during the Public Accounts Committee's sitting last year amply confirms how poor the government has performed in the area of anti-corruption crusade."

Expressing his views about the President's State of the Nation Address of last Thursday on Hello Fm , a local radio station in Kumasi last Saturday, the outspoken MP noted that since the constitution enjoined the President to lead the crusade towards the eradication of corruption as enshrined in the Article 5 clause 1 of the 1992 constitution, the President should take the blame for failure to ensure adequate enforcement of the anti-corruption laws which are aimed at not only to punish people for engaging in corruption but to also deter public officers from engaging in corrupt practices.

The celebrated "Anti-Corruption Crusader" noted that, with the exception of Mallam Issah's jail sentence and few other cases which saw public officers being prosecuted for misappropriating state funds, the focus of the President was shifted from his earlier pledge to uproot the canker of corruption, and this gave room for public servants to siphon state funds with impunity.

He observed that several reports from the Controller and the Account General's Department showed evidence that corruption was deeply embedded in the grass roots as public servants from various Metropolitan, Municipal and District Assemblies were found to have embezzled whopping sums of monies belonging to the state, but these reports received little attention from the Executive body of the government.

MP Appiah-Ofori indicated, however, that consolation should be taken in the fact that the President finally ordered the immediate prosecution of these offenders during his state of the nation address adding that he would personally help the security agencies to ensure that all the perpetrators were brought to book.

For his part, the MP for Old Suame and the minister of state at the ministry of Parliamentary Affairs, Hon. Osei Kyei Mensah Bonsu said, in as much as he would admit that the government had a long way to go in the fight against corruption, he would disagree that the President had failed in the fight against the canker, saying the government must be commended for the bold steps it had taken, especially to strengthen the various security agencies and the funding of the activities of the Parliamentary Public Account committee.

He noted that for the first time under the NPP government, the committee conducted the first ever public sitting which according to him was an exhibition of the government's seriousness in the fight against corruption.

He was able to bring in money from the international community to construct important projects that is uncomparable to any done by any past or present government. Focus your mind on the Bui dam, and it is Kuffour. Gaze at the discovery of OIL and it is Kuffour. Look at N 1 and Akwapim mountain Highway and it is Kuffour. The building of all three main sports stadia and it is Kuffour. Kuffour is the originator of Free maternal care, the national health insurance scheme (NHIS), school feeding program for students,metro mass transport, free cocoa spraying for farmers, improved workers salary, easy availability of loans for workers and small businesses, restoring and face lifting of government buildings left dilapidated by evil NDC. Notably, the Castle & Peduase Lodge, rebuilt the Flag staff house. Kuffour ensured freedom of speech, brought the national youth employment scheme,raised ghana from HIPC to lower middle income economy, and many many more. It took him just eight years to do all those. NDC has been on the spot light as a ruling government for a total of about 25 years, there is not even one single developmental project, not even one... come on and how foolish can anyone be to do nothing but insult such a statesman? If this stupid group called Inside Ghana (NDC thieves)has nothing good to say about Kuffour, they must go probe Mahama the chief thief, Atta Mills the hypocrite and JJ Rawlings the murderer and all will not be the same again. Fools.

Kufuor has lost steam in fight against corruption - Mills

Professor John Evans Atta Mills, Presidential Candidate of National Democratic Congress (NDC) on Thursday said President John Agyekum Kufuor had lost steam in his battle against corruption.

He said it was: "Rather disappointing that a President, who campaigned and won elections on the strength of fighting corruption, woefully failed to account to the people, the state of corruption in his last address in his final term of the current mandate." The NDC Presidential Candidate was addressing Journalists after President Kufuor delivered the State of the Nation Address in Parliament on Thursday.

Prof. Mills said the fight against corruption was mere rhetoric by the New Patriotic Party (NPP) Government, adding that President Kufuor failed to mention specific steps he had taken to curb corruption. "No where in his speech did he mention what has actually been achieved in the fight against corruption."
Prof Mills said the NPP promised Ghanaians that when voted into power, it would carry the fight against corruption to the letter: "But sadly, today what do we see? Things are worse off than they have ever been before."
He described the address as just a chronology of the same things that President Kufuor dilated on in his inaugural speech and contained nothing by which Ghanaians could measure his performance.

Mr Doe Adjaho, the Minority Chief Whip, told the Ghana News Agency: "The address was just like playing an old gramophone record. We knew all the things that he said. What we wanted is something new that they have added to our national development plan."
He noted that in a year when Ghana's position on the corruption index had gone up, "it was expected that the President will mention measures and reforms that have been put in place and what the exact situation is as at now".

"Clearly, he has abandoned the fight against corruption. His statements show that the man is at the end of his wits and has nothing more to say or do for this nation."
Mr Adjaho described the opening statements of the President as very divisive, especially coming in an election year, "one would have thought that the President would talk on issues that would bring us together, rather than the 'we and them syndrome' that will no doubt pull us more apart".
Mr Adjaho said the Government was expected to give hope, "and if after three years what we can get is a chronology of how bad things were, then I think you have to move away and give others the chance". Mr Adjaho and Mr John Mahama, Member of Parliament (MP) for Bole-Bamboi described the situation in Dagbon as disappointing, noting that no mention was made of bringing those, who assassinated Ya-Na Yakubu Andani, Paramount Chief of the area, to book.
"If we do not quickly look at correcting and bringing these persons to book, we would be encouraging the culture of impunity, which obviously is not in Ghana's interest."
Mr Alban Bagbin, the Minority Leader, described the address as "inconsiderate" and failing to address the aspirations of the ordinary Ghanaian.
He said: "There were a lot of things the President could have talked about but he only talked about things that we all knew about already."
Mr Stephen Asamoah Boateng, Deputy Minister of Information, had a different opinion altogether. He said the claim by the opposition that corruption had gone up in the country was not true.
"If they have any clue of corruption, they should bring an action against the persons involved. You cannot just go about crying corruption, corruption without providing concrete evidence."
Mr Barfour Agyeman-Duah, Associate Executive Director of the Ghana Centre for Democracy and Development (CDD) gave the President full marks and expressed the hope that Ghanaians and the opposition would see reason in his (President's) ways.
He said the President had in the last few weeks talked extensively on how he had been fighting corruption and did not need to mention it again in his address.
"I think that the issue has been over-flogged and the President himself had in the last few weeks talked about efforts that were being taken to bring corruption down. There was, therefore, no need to repeat them here again," he said.
Mr Dan Lartey, Leader of the Great Consolidated People's Party, said, "it was a mere election campaign.
"The President's address did not contain anything. It was just an opportunity to campaign to the people."

Silly Kufuor brought Rawlings's attack onto himself. This was as a result of Kufuor through his spokesman, Frank Agyekum suggesting that Kufuor will be ready to appear before the Sole Commissioner if Rawlings will also be invited to answer to questions relating to the drillship saga.

Rawlings might view this as a deliberate diversion by Kufour in order to politicise it to his advantage. So, Rawlings waited for his moment to respond and that is exactly what he did. Kufuor's hobby is stealing and it showed throughout his Presidency.

During past campaigns he had lashed at the NDC for not doing what he had asked them to do and was reserving his support till assurance is clearly given him to bring this Tsatsu matter to a close. This he found in Mahama and a truce sealed it.
Immediately afterwards his criticism of Mahama and his own peers turn 360 degrees towards full praises when Mahama pledged to fight corruption ,set up a one man commissioner (unhead-of-in any democratic setting)to investigate not Wayome,not Betty Iddrisu,not Waterville, not GYEEDA, not Merchant Bank,not his brother's purchase of two planes,not Isofoton, not false contracts,not STAX, not sale of plane hanger and a host of corrupt activities but to go back to that old Tsasu's DRILL SHIP.
Now the entire focus is on Mahama's involvement on Merchant Bank, taking the attention away from his nemesis Akuffo Addo who sent his pal to jail.
He has to choose an important day like Mandela's funeral mourning event to rekindle his animosity and set a tone for a national dialogue - hence Kufuor's administration did worse than the sale of Merchant Bank , Wayome, Betty Iddirusu, Hanna Bisiw, Ablakwa, GYEEDA, Waterville etc,etc.

Wake up Ghana - We are wasting time and energy on these foolish politicians who try to sit on our brains. Non of them is correct ! For twenty years there was no accountability, transparency under him.

Rawlings abuse state money in entrenching himself in perpetual power. Who knows how much Ghana earn each year under Rawlings.

Rawlings and his staunch men opened anonymous bank accounts abroad and transfered our cocoa and timber and gold money into them.

If Rawlings is not corrupt then the best we can say about him is that he was incompetent because under him Ghanaians run away in droves out of Ghana for there was barely any food at our markets.

Under Rawlings the barracks was abused and turned into places of arbitrary arrests. As long as one knows someone at the Barracks he could get them to arrest you at their whim, that is if he thinks you are "a pain in his ass."

Rawlings took advantage of the Acheampong, Akuffo, years to gain our trust by preaching the message that was music to our ears only to turn into a BRUTAL DICTATOR who surrounded himself with EWES such as the Tsikatas, and a few bribed others from other tribes to hold unto power using the resources of the nation.

I remember in August 1992 when I was coming to England I went to the Kotoka International airport and the airport was literally shut down of Ghana; that was the sort of Ghana Rawlings was handing down to us.

As far as I am concerned Rawlings was the most Corrupt person in Ghana.

Rawlings is not a politician by career. He entered politics by the back door as an opportunist who seized the deprivations of the time to win the trust of an economically-battered people only to abuse their trust by making a crime to criticise his policies and actions.

Rawlings final aim is to entrench his name in our history as the man who stood against corruption. But we who can see through his double standards will always see him as the man who preached good and acted in direct contrast to his words and form a corruption-infested political party called NDC.

I hope no one will argue that for as recently as 2012 he was saying in the public that NDC was a corrupt party and even went on to encourage his equally corrupt wife to form a party.

RAWLINGS IS A JOKER WHO HAS BEEN EXPOSED. THE SOONER WE DISREGARD HIM THE BETTER IT WILL BE FOR ALL GHANAIANS.

REMEMBER WHAT THE NDC SAID ABOUT HIM: HE IS CONTROLLED BY HIS WIFE.

I disagree with the statement that, Rawlings built his house when he was still the president. We all know well that, when Rawlings left office as the president, he was almost homeless. The chief of Adenta located a place for him to build a house on, which never marterialised. It was Kufuor´s own government which located a place for him near the Ridge Hospital, where he is now. The said built house from Rawlings, happens to be not far away from our family house. It is a simple house every average Ghanaian can aford to build. It took family Rawlings years to be able to get to roofing level. It is up till today not fully completed. So we can just immagine how they are getting on with it. That he built a house during his time of office, is not true. We all know also well, that it was Kufour who refused going to leave in the castle at osu and,asked the Ghana government to renovate his house at Tetteh Quarshie for him, which was done.
I am not NDC or NPP man, I am a free man, not siding anybody but the truth.
