  The problem is not with the IMF. If you are wasteful and indiscipline in your expenditure and cannot stick with your home grown targets you lose credibilty and no one will lend to you or buy your bonds international without IMF programme. No one invests in an alcoholic and kleptomaniac unless they are on a prison cell.
