  This judgement debt issue was the fault of both parties. Some NDC and NPP members are all beneficial to this money . Osafo Marfo was the one who coached Woyome how to get the money from the government with O B Amoah. Some other members of this current government also assisted getting the money for Woyome for a cut. Now what was the root cost of this judgement debt? The bitter rivalry between Ex Kuffour and Osafo Marfo was the reason that contract was cancelled and that was why Osafo Marfo warned Kuffour not to cancel the contract. Its not easy to hear the big guys in Npp talking about Woyome why because they knew it can also incriminate them.

  These are only a tip of the iceberg
  1. The Ministry of Trade and Industry, Public Sector Development and PSI (under
  Alan Kyeremanten) did a 419 when they opened a new account at Accra Barclays
  Bank High Street, removed GH¢2 billion from the Ministry's main account into the
  new account, and when the money had accrued an interest of GH¢7.8 million, they
  withdrew the GH¢2million making substantial profits for this outlandish account.
  2. Two private enterprises in the garment industry that were given grants totalling
  GH¢288,000 to undertake capacity building abandoned the projects and no attempt
  was made to recover the monies.
  3. Cash irregularities amounted to GH¢286,241 and US$13,485. These were in respect
  of misappropriation of the proceeds of tender documents, disbursements from
  revenue collected, etc
  4. The NPP government misapplied an amount of GH¢600,000 out of GH¢2,150,000,
  voted for the Ministry of Harbours and Railways for the payment of end-of service
  benefits for 674 retrenched railway workers.
  5. Under the Ministry of Foreign Affairs, an amount of ¤76,761 which was transferred
  to the Copenhagen Mission on 2 August 2006, could not be traced into the Mission's
  accounts
  6. Under the Customs, Excise and Preventative Service, GH¢13,655,166 of Port
  clearance short collections could not be traced. Ex-warehousing short collections
  amounted to GH¢2,694,454.
  7. 28 Peugeot cars imported into the country by Prestige Motor Company Ltd were
  allowed to be cleared by the NPP without the payment of taxes totaling
  GH¢219,276.36 although they had no exemption certificates from the Minister.
  8. The NPP government acquired the Barnett building, near Busy Internet, Accra, for
  the VAT Service at a whopping amount of GH¢874,154 and rehabilitated it at a
  cost of GH¢2,387,216 although there were only 11 years on the lease and there
  was a possibility that the lease may not be extended
  9. Three Oil Marketing Companies (belonging to some NPP supporters) that reneged
  on their scheduled payment plan to the tune of GH¢2,768,908 were not asked for
  guarantees and were not paying their debts while Ministry of Finance sat there
  doing nothing. We wonder why !
  10. As much as GH¢183.2 million of loans received by the NPP in 2008 from foreign
  governments and institutions were not disclosed in the Public Accounts. Those
  loans were from the following sources:
