If anything it should start with the final year students who will by next academic year have paid 2 years of tuition. The following year you could expand the free tuition program to cover third and second year students and inn the third year all students will be covered by the free tuition. This arrangement will make it possible for all students who will go through the secondary education in the next three years to benefit a year of free tuition. They are all Ghanaian students. If there is a benefit to be had, it must shared fairly.

I would have wished that those who opt for Boarding and Lodging should have been made to pay because that is very expensive. If those who go to boarding and lodging are made to pay for them, then there would have been enough money to cater for all First and Second Year students. Then Third year students could be exempted from PTA, Library, Computer, Water and electricity bills. Or, Second and Third Year students should have been made to pay half the fees. That would have been more Okay. Government, should make SHS free but parents must be made to pay for something. People do not take things that they get for free very serious. It happens in USA and Canada where many High School students in public schools are not serious because almost everything is almost free. Even then, students buy their own lunch except those whose family live way below the poverty level who are given breakfast and lunch for free. Public schools are all also Day schools.

Ghana does not have sufficient funds to cover the full cycle, so starting with the first year make economic sense. With time good economic management, more funds can be injected to cover the rest. This is progressive funding.

What u are saying does not make sense, first of all it means continuing students will never get to benefit from the free shs, because by the time we have the full roll out of the program, they would have finished school. Secondly, what is the fate of the coming first year students by the time they enter form two? Will they be covered by the free shs program or they will revert to paying school fees while only form one students enjoy free education? What is the timeline for implementation of the full program, two years, three years, or what? The government must come clean on these issues. But I can assure government that Ghanaians will be highly disappointed in them, especially the masses who are currently suffering to pay school fees, who voted for npp, and are hopeful of enjoying the program, but may never have "a bite" of the free shs. I just hope npp does not fail in getting it done right. Some of the universities, including Legon, carried out similar programs some time ago where freshmen are given mandatory accommodation, but are relieved of such when they enter second year so as to accomodate other freshmen, meaning by the time u get to second year, u become a day student, it was not good enough. God bless Ghana.
